Refinery Emissions Regulations

Fenceline air monitoring at petroleum refineries is used to measure specific pollutants that cross the facility’s fenceline in real time. The systems have the ability to monitor, record, and report air pollutant levels of multiple compounds.

The Air District's Petroleum Refining Emissions Tracking Rule includes a requirement that Bay Area refineries establish Air Monitoring Plans and operate fenceline air monitoring systems consistent with guidelines developed by the Air District.

Notice of Public Availability of Petroleum Refinery Air Monitoring Plans

The Air District is releasing the Air Monitoring Plans, or AMPs, for public review and comment. The five Bay Area petroleum refineries prepared these plans subject to Regulation 12, Rule 15: Petroleum Refining Emissions Tracking.

Under Regulation 12-15, each Air Monitoring Plan must include:

  • A plan for establishing and operating a fenceline monitoring system to aid in determining specified pollutants that cross the refinery fenceline(s) in real time;
  • Detailed information describing the equipment to be used to monitor, record, and report air pollutant levels; and
  • The siting, operation, and maintenance of this equipment and procedures for implementaing data quality assurance and quality control.
